Talent: The Residence Permit for Skilled Employees

The Talent permit, formerly known as the “passeport talent,” is a multi-year residence permit (up to four years, renewable) designed to attract highly skilled foreign employees and project holders with significant economic potential to France. It offers a simplified and faster professional immigration procedure, avoiding the lengthy and complex processes of a standard work permit, and provides companies with a concrete tool to secure and accelerate international recruitment.

Who is Eligible for Talent Status?

The scheme covers several categories:

  • Skilled Employees: This category is divided into three subcategories: holders of a master’s degree (or equivalent) recruited for a position matching their qualification; employees hired for a role directly linked to an R&D project within an innovative start-up; and employees sent to France on assignment by a group company.
  • European Blue Card: For highly qualified workers.
  • Researchers and Academic Staff: For researchers and teaching staff.
  • Project Holders: For entrepreneurs, economic investors, and individuals leading innovative or economically significant projects.
  • Corporate Officers
  • Artistic Professionals
  • Individuals of National or International Renown
  • Medical and Pharmaceutical Professions

Advantages of the Talent Procedure

The Talent procedure is centralised: applications are handled directly by the relevant prefecture or sub-prefecture, without requiring a prior work permit.

The permit duration is multi-year: residence permits can be issued for several years (up to four years depending on the category), ensuring employee mobility is secure.

Family arrival is simplified: spouses and minor children can obtain a “Talent (Family)” permit, facilitating their arrival and settlement in France.

Salary Thresholds for Talent Status

For certain Talent categories (e.g., Talent – Skilled Employee), the reference gross annual salary is €39,582. For the Talent – European Blue Card, the threshold was raised at the end of August 2025 to €59,373 gross per year.

While meeting these thresholds is important when applying, it is not the only criterion: qualifications, the nature of the contract, and the suitability of the position remain decisive.

Changing from Employee Status to Talent Status

Changing status is possible if the employee meets the criteria for the targeted Talent category (qualification, salary, relevance to the role, etc.). The procedure is handled at the prefecture or sub-prefecture via the Administration Numérique des Étrangers en France (ANEF) platform, following a process similar to a first-time application. All required supporting documents must be submitted, and anticipating this change can help shorten processing times and reduce the risk of rejection.

Practical Checklist for Talent Eligibility

To determine eligibility, it is necessary to identify the most appropriate Talent category. Ensure that the contractual salary meets the applicable threshold and that all other eligibility criteria are satisfied. Collect proof of qualifications (degree, experience) and the employment contract (duration, duties). If family members accompany the employee, gather all required documents for the spouse and children.

Updated Salary Thresholds for Talent Status

As of 29 August 2025, a new decree sets the reference gross annual salary used to determine eligibility for Talent – Skilled Employee permits (TSQ-SQ, TSQ-JEI, TS – employees on assignment) and Talent – European Blue Card permits.

  • Talent – Skilled Employee: minimum gross salary of €39,582 per year.
  • Talent – European Blue Card: threshold remains 1.5 × the reference amount, i.e., €59,373 gross per year.

These new thresholds apply to all new hires from 29 August 2025 and are also required for permit renewals.
