France Talent Passport: Employer Guide 2026
The France Talent Passport is a multi-year residence permit for skilled non-EU professionals, officially renamed the “Talent” residence permit in June 2025 (Decree 2025-539). It covers nine categories, each with its own conditions and salary threshold, and in mainland France it exempts the employer from the prior work authorisation procedure.
In 2025, France issued 57,864 Talent permits, up 2.2% on the previous year, and seven in ten were renewals (French Ministry of the Interior, DGEF, June 2026).
Most employers do not struggle with the permit itself. They struggle with choosing the right category.
This guide covers the nine categories, the 2026 salary thresholds, what changes when the employer is a foreign company, and what to expect at renewal.
- Renamed permit: the “Passeport Talent” is now officially the “Talent” residence permit (Decree 2025-539 of 13 June 2025), but the old name still dominates searches.
- Nine categories: Qualified Employee (with Employee on Assignment and Innovative Company Employee), Business Project Holder, Medical and Pharmacy Profession, EU Blue Card, Researcher, Corporate Officer, Artistic Profession, International Reputation, and Family.
- 2026 salary thresholds: €39,582 gross a year for the Qualified Employee and €59,373 for the EU Blue Card, set by the ministerial order of 21 August 2025. Other categories follow other references, such as the French minimum wage (SMIC).
- No work authorisation: in mainland France, the nine categories exempt the employer from the prior work authorisation and from the employment-situation test.
- Two routes: an employer-led entry from abroad through a long-stay visa, or a change of status for a candidate already in France.
- Foreign employers:a company with no entity in France cannot hire an employee directly on a Talent permit. A local French contract and a company based in France are required.
What is the France Talent Passport, and what is it called now?
The France Talent Passport is a multi-year residence permit that lets a non-EU national live and work in France under simplified procedures. Since June 2025 its official name is the “Talent” residence permit, followed by the category, for example “Talent – Qualified Employee”.
From “Passeport Talent” to the “Talent” residence permit
Decree 2025-539 of 13 June 2025 dropped the word “passport” from the official name. Candidates, consulates and search engines still use both. In this guide, “Talent permit” and “France Talent Passport” mean the same thing.
The nine categories at a glance
Each category has its own conditions, and the permit issued carries the category name. Choosing the wrong one at the start delays the file by several weeks.
| Category | Variants | Typical profile |
|---|---|---|
| Talent – Qualified Employee | Qualified Employee; Employee on Assignment; Innovative Company Employee | Master’s-level degree (RNCP level 7) or equivalent; intra-group assignee with 3 months of seniority; employee of a recognised Young Innovative Company |
| Talent – Business Project Holder | Business creation; Innovative project; Investor | Founder with a real and viable project; project recognised as innovative; direct investment of at least €300,000 |
| Talent – Medical and Pharmacy Profession | Practitioner with a non-EU diploma | |
| Talent – EU Blue Card | Highly qualified employment, high salary threshold | |
| Talent – Researcher | Researcher; Research mobility programme | Hosting agreement with an approved organisation |
| Talent – Corporate Officer | Director appointed in France | |
| Talent – Artistic Profession | Artistic contract or activity | |
| Talent – International Reputation | Reputation recognised in the field | |
| Talent (Family) | Spouse and minor children of a permit holder |
Can a foreign company without a French entity hire on a Talent permit?
No, not directly. To recruit an employee on a Talent permit, you need a local French employment contract and a company based in France.
A Talent permit is granted to the individual for activity in France, and it does not turn a foreign company into a French employer. Only a few categories do not depend on a French employer, because the person works on their own account or under service contracts.
Entry visas, residence permits and changes of status, handled from start to finish by our experts.
Foreign employer with no French entity
The Qualified Employee (with Employee on Assignment and Innovative Company Employee) and the EU Blue Card can only be requested on presentation of a local French employment contract.
The Researcher requires a hosting agreement with an approved organisation, and the Corporate Officer requires proof of registration as legal representative on the Kbis extract of a company in France.
A foreign company without a French entity therefore cannot use these categories directly: a company based in France has to employ the person under a local contract. Setting up that French structure is a separate step, which our experts assess case by case.
The Talent permit does not create the employment structure, it depends on it. For most employee categories, a local French contract must exist before the application, so decide first who will employ the person in France.
Categories that do not depend on a French employer
The Artistic Profession, International Reputation and Business Project Holder (creation, innovative project, investor) categories rely on a different administrative set-up. Given the purpose of the stay, the applicant can work under service contracts in France or create their own structure or status, without being previously established in France.
The Family permit is a special case: it allows any employed or self-employed activity, with no restriction on the sector.
Foreign group hiring through its French subsidiary
This is the most common case. The French subsidiary signs the local employment contract, which is what the Qualified Employee categories require, and carries the employer role in the file.
Two categories add group-specific conditions:
- the Employee on Assignment needs at least 3 months of prior seniority outside France within the same group
- the Corporate Officer must be appointed as legal representative of an entity established in France, registered and genuinely active, as shown on its Kbis extract.
When another route fits better
A posting or intra-company transfer procedure applies when the employment contract, the payroll currency and the reporting line stay with the employer based abroad. In other words, when there is no local French contract. In that case, the Talent permit is not the right tool.
SIPSI declaration, representative in France, immigration and social protection: we handle every formality of the posting.
Salary thresholds by category
The salary threshold depends on the category, and two different bases coexist: a reference salary for the Qualified Employee and the EU Blue Card, and the SMIC for most of the others. In 2026, the SMIC is €1,867.02 gross a month, or €22,404.24 a year, since 1 June 2026.
Salary thresholds by Talent category
Minimum gross annual salary required, by category – reference salaries set by the ministerial order of 21 August 2025
These categories rely on another criterion or on a reference scale:
- Talent – Business Project Holder (investor): direct investment of at least €300,000, no salary threshold
- Talent – Researcher: threshold linked to the reference pay of doctoral researchers
- Talent – Medical and Pharmacy Profession: threshold set by reference to the associate practitioners scale
- Talent (Family): no threshold of its own
Employee categories
- The Qualified Employee needs a gross annual salary at least equal to the reference average annual salary, which is €39,582.
- The Employee on Assignment and the Innovative Company Employee follow the same threshold.
- The EU Blue Card requires 1.5 times the reference salary, which is €59,373, with a contract of at least 6 months.
The reference salary is set by the ministerial order of 21 August 2025, published in the Official Journal on 31 August 2025.
For the full conditions, see our guides on the Talent permit for skilled employees and the EU Blue Card.
The “Talent – Innovative Company Employee” permit is not the French Tech Visa. The French Tech Visa is a support programme for startups and their employees that relies on existing Talent categories and adds its own labelling step. They are two linked procedures, not two different permits.
Founders, innovators and investors
The Business creation route requires a master’s-level degree or 5 years of comparable experience, a project financed for at least €30,000, and personal resources of at least 1x the annual gross SMIC (€22,404.24).
The innovative project route requires the same level of resources and a project recognised as innovative by a public body.
The investor route requires a direct investment of at least €300,000 with job creation or preservation in France, and it carries no salary threshold.
Other categories
The Corporate Officer needs a gross annual salary of at least 3x the SMIC (€67,212.72), 3 months of prior seniority in the group, and an appointment as legal representative of an entity established in France.
The Artistic Profession requires at least 70% of the monthly gross SMIC (€1,306.91), with at least 51% of income from the artistic activity.
International Reputation requires a reputation recognised by peers or the public and resources of at least 1x SMIC (€22,404.24). The Researcher needs a master’s-level degree and a hosting agreement with an approved organisation.
Are the thresholds revised every year?
Yes, but not all at the same pace. Thresholds expressed as a multiple of the SMIC follow each SMIC increase. The Qualified Employee and EU Blue Card thresholds follow the reference average salary, which is revised by ministerial order.
A file filed after a revision must use the new amount, so the threshold in force on the filing date is the one that counts, not the one on the hiring date.
Which category fits your hire?
Match the profile first, then check the threshold and the dedicated guide.
| Your hire | Category to check | Key threshold |
|---|---|---|
| Skilled employee hired under a local French contract | Qualified Employee | €39,582 |
| Employee transferred within your group to a French entity | Employee on Assignment | €39,582 |
| Employee of a Young Innovative Company | Innovative Company Employee | €39,582 |
| Highly paid employee (degree or 5y of experience), hired under a local French contract | EU Blue Card | €59,373 |
| Senior director appointed in France | Corporate Officer | €67,212.72 |
| Founder or investor | Business Project Holder | Depends on the route |
| Spouse and children | Talent (Family) | No threshold of its own |
From abroad to France: the 4-step process
When the candidate lives outside France, no work authorisation has to be requested for the Talent categories. The employer does not file on the ANEF platform beforehand, and the candidate applies directly for a long-stay visa at the French consulate or embassy.
Visa application
The candidate, still abroad, applies directly for a long-stay visa at the French consulate or embassy in their country of residence. No work authorisation has to be requested beforehand, so there is no ANEF filing by the employer upstream.
Visa application file
Type of visa issued
The type of visa issued depends on the candidate’s situation and on the consular review.
Visa issued
Two outcomes are possible: a short-stay visa, valid for 3 months, followed by a residence permit application once in France, or a long-stay visa serving as residence permit (VLS-TS), valid for 1 year.
Arrival in France and validation
For a VLS-TS, the holder must validate the visa online within weeks of arriving. This step determines whether the stay is regular, so it must not be forgotten.
VLS-TS validation
Next steps Depends on visa*
* With a 3-month visa, the employer attestation is needed at this step: it supports the residence permit application filed on arrival in France.
Next steps depending on the visa
The file relies on the Cerfa form, the key document of this procedure, together with the URSSAF certificate and the Kbis extract that apply to a French employer. The employer attestation comes later, when the residence permit is requested after a short-stay visa.
Already in France: change of status
A candidate already in France under another permit, such as a student permit or a standard employee permit, applies for a change of status at the prefecture through the ANEF platform, without going through the consulate.
Our guide on changing status from student to employee covers the most common case.
What employers must do, and what they risk
The employer’s role
The permit exempts the employer from the prior work authorisation and from the employment-situation test, the check that no candidate already on the French labour market could fill the role.
It does not exempt the employer from correctly qualifying the file. Each category has its own salary, qualification or project conditions, and the category, not the exemption, decides whether the permit is granted.
Compliance risks
A candidate must not start work before holding the visa and arriving in France: starting earlier exposes the employer to the risk of illegal employment. Two other points cause most delays: a wrong category at the filing stage, and a salary checked against an outdated threshold.
-
Review the candidate’s personal and professional situation (degree, proposed salary, family, actual place of work).
-
Identify the applicable immigration procedure and category.
-
Check the salary against the threshold in force on the filing date.
-
Gather the documents needed for the file.
-
Handle the immigration procedure and social security registration until compliant documents are issued.
-
Plan the renewal several months before the permit or visa expires.
Renewal, change of employer and family members
A Talent permit is multi-year, with a maximum validity of 4 years depending on the category and the contract. Renewal is filed between 4 and 2 months before expiry, and the applicant must show that the eligibility conditions still apply.
Changing employer during the validity of the permit is possible, but the rules depend on the category.
- An EU Blue Card holder now only needs an authentication procedure with the new employer, with no prior approval.
- For other categories, the new job must remain consistent with the criteria behind the original permit.
- An Employee on Assignment cannot change employer and keep the permit: a change-of-status procedure is required before the new role starts.
Spouses and children can obtain a Talent (Family) permit with an immediate right to work. The spouse can obtain a Talent (Family) permit with an immediate right to work. Minor children do not need a residence permit: they can travel with a DCEM, a travel document for foreign minors.

How France Immigration supports foreign employers
Our experts qualify each file as soon as the candidate is selected: choice of category, threshold check, employer attestation, and follow-up until the permit is issued, whether the file starts abroad or inside France.
Where the employment structure is not settled yet, we compare the options with you before any application is filed.
For categories outside the scope of this guide, such as researcher, business creation and corporate officer, our experts assess each file individually.
Conclusion
The France Talent Passport remains one of the fastest ways to bring a skilled professional to France, provided you pick the right category and the right route from the start. Qualifying the file early prevents most of the delays we see on these applications.
Frequently Asked Questions
Yes. Decree 2025-539 of 13 June 2025 renamed the “Passeport Talent” the “Talent” residence permit. The permit still gives access to simplified procedures and to a multi-year validity of up to 4 years, renewable under conditions.
Nine categories are eligible: Qualified Employee (with Employee on Assignment and Innovative Company Employee), Business Project Holder, Medical and Pharmacy Profession, EU Blue Card, Researcher, Corporate Officer, Artistic Profession, International Reputation, and Family for accompanying relatives. Each category has its own salary or qualification conditions.
It depends on the category. The Qualified Employee threshold is €39,582 gross a year, and the EU Blue Card threshold is €59,373 gross a year, both set by the ministerial order of 21 August 2025. Other categories follow the SMIC or other references.
No, not directly. Hiring an employee on a Talent permit requires a local French employment contract and a company based in France. The Researcher and Corporate Officer categories also need a French structure, through a hosting agreement or a registration on a French company’s Kbis extract. The Artistic Profession, International Reputation and Business Project Holder categories do not depend on a French employer. If the employee stays on the foreign employer’s contract and payroll, a posting or intra-company transfer applies instead.
Yes, under conditions that depend on the category. An EU Blue Card holder only needs an authentication procedure with the new employer. For other categories, the new job must remain consistent with the original criteria, and an Employee on Assignment must go through a change-of-status procedure before starting the new role.
Entry from abroad is for a candidate living outside France, who applies for a long-stay visa at the consulate, with no work authorisation and no prior employer filing on the ANEF platform. A change of status is for a candidate already in France under another permit, with an application filed at the prefecture.
