Social protection for foreign employees in France: a sensitive and time-consuming subject

Registration procedures for foreigners with Social Protection should theoretically be carried out by the employees themselves. Unfortunately, they do not understand the French system and often turn to HR departments, generating significant additional workload.

Time-consuming issues
  • Frequent rejection of files by the administration for formal errors
  • Frequent follow-ups by employees with HR to speed up receipt of their Carte Vitale
  • In case of a blockage, inability to contact the administration or know how to complete the file
Daily blocking issues
  • Impossible to carry out the payroll declaration (DSN) if the employee does not have a Social Security number
  • Impossible to renew the residence permit
  • Impossible to affiliate with mandatory complementary health insurance
Sensitive issues
  • It involves the health of your employees and their families: it is essential for your employees and their families to have healthcare coverage by the health insurance fund in case of illness, disability, pregnancy…
  • Sensitive in case of workplace accidents

For European and non-European employees on local contracts and their families, we handle the process of obtaining a social security number, the Carte Vitale, setting up the Ameli account, and securing the certificate of entitlement.

Case studies in social protection

Hiring a foreign employee on a local contract

A foreigner taking a job in France on a local contract must quickly register with the French Social Security system, as must their family, especially in cases of medical necessity, to benefit from healthcare coverage and reimbursement.

French nationals returning from expatriation

They must reactivate their rights, a process often experienced as a nightmare, despite expectations of a simplified procedure.

Hiring a foreign employee in France

Your HR/Payroll department must complete a mandatory payroll declaration (DSN). The foreign employee must have a permanent Social Security number for this.

Client testimonials

I work with the Social Security registration team because we do not have internal resources or time. They are experienced and manage to significantly reduce delays.
We are assisted by the Social Protection team for reactivating Social Security rights of all our French employees returning from expatriation. It saves them a huge amount of time, and us as well.
For several years, I have entrusted my Social Security registration files to France Immigration. I know it is well managed, fast, and efficient, and my posted workers feel reassured. Plus, since they also handle immigration upstream, it’s a real comfort for me.

Your questions

Here are the main steps with the Primary Health Insurance Fund (CPAM) to enable your foreign employees and their families to benefit from the same healthcare coverage as French employees, regardless of their health status:

  1. Collection of information and documents and preparation of the file for the Primary Health Insurance Fund
  2. Submission of the file to the Primary Health Insurance Fund
  3. Obtaining the Social Security number (Temporary Identification Number or NIA) / Declaration of the attending physician
  4. Certification of the Social Security number
  5. Obtaining the Carte Vitale (following receipt of the Carte Vitale application form)
  6. Opening the AMELI account and obtaining the certificate of entitlement

Registration is the very first affiliation, obtaining a French Social Security number for the first time. This is necessary for anyone taking up work or residence in France to benefit from health coverage.

Reactivation of rights applies to those who had a number previously and need to reopen and reactivate their rights with the health insurance fund. The general term covering both is affiliation to the French Social Security system.

Minor children are attached to their parents’ accounts as beneficiaries (ayant-droit).

As soon as they join the French social security system, minors children also obtain a social security number, but are only considered as beneficiaries until they reach the age of majority.

This status means that their healthcare in France is covered by the Carte Vitale of one or both parents.
Minors children can obtain their own Carte Vitale from the age of 16.
