What is an A1 Form?

The A1 form is an official document for workers temporarily carrying out professional activities in another European Union (EU) country, European Economic Area (EEA) member state, Switzerland, or under specific agreements such as with the United Kingdom.

This certificate confirms that the employee remains affiliated with their home country’s social security system and that social contributions continue to be paid there, even while working abroad temporarily.

Why is the A1 Form Essential?

The A1 certificate is crucial for ensuring social security coverage for employees working internationally and for helping employers comply with European regulations.

It is required in several professional situations:

  • Posted workers: when an employee is sent by their company to work in another EU country for a limited period (up to 24 months)
  • Self-employed workers: when a non-salaried worker temporarily provides services in another EU country (maximum 24 months)
  • Cross-border work: for employees working alternately in multiple member states

Obtaining the A1 certificate is therefore essential to ensure the worker’s social security coverage, confirm the applicable legislation, and guarantee that the company remains compliant with European rules.

What Happens If You Don’t Have an A1 Certificate?

Without the A1 form, a worker sent abroad may be liable for social security contributions in the host country, which can generate additional costs for the employer or self-employed individual.

How to Obtain the A1 Form

The A1 form can usually be requested online through the relevant social security authority, such as URSSAF in France.

Once approved, the A1 certificate (or secondment certificate) is issued and must be presented upon request during inspections, either in the home country or the host country.
